It seems to me he has got this backward, globalization can drive technology (into a specific direction), but technology can be a hindrance to globalization. Technology gives rise to competitive advantage, both militarily and commercially, so holders of technology will do their best to restrain others from taking ownership or developing technology. USA chip wars (and bioweapon labs surrounding China and Russia) are merely a recent example(s).
