Stephen Orlins of NCUSCR visits CCG
Stephen A. Orlins, President of the National Committee on United States-China Relations (NCUSCR), visited the Center for China and Globalization (CCG) on Monday April 3, 2023.
Orlins sat down for a discussion with Henry Huiyao WANG, Founder and President of CCG President and former Counselor to China’s State Council; TIAN Deyou, CCG Senior Fellow and former Minister Counselor at the Chinese Embassy in the United States; ZHOU Xiaoming, CCG Senior Fellow and former Deputy Representative of the Chinese Permanent Mission to the United Nations in Geneva; Feihu LI, Deputy Division Director, Department of Research, Xinhua News Agency; Yang LIU, Founder of the Beijing Channel substack and Staff Editor, International News Department, Xinhua News Agency; Mike LIU, CCG Vice President and Senior Fellow; Roger Mengqi WU, CCG Research Fellow; and Zichen WANG, CCG Research Fellow.
The National Committee on United States-China Relations is a non-profit educational organization that encourages understanding of China and the United States between citizens of both countries. The Committee’s continuity of experience and depth of associations with senior officials and distinguished citizens of China and the United States make it a unique national resource. Established in 1966 by a broad coalition of scholars and civic, religious, and business leaders, the Committee was founded in the belief that vigorous debate of China policy among Americans was essential and that balanced public education could clarify U.S. interests and strengthen our foreign policy. Similarly, the founders believed that over time dialogue with Chinese citizens would enhance mutual understanding, a basic requirement for stable and productive relations.
In June 2022, CCG, as the first Chinese thinktank traveling out of China since the COVID-19 pandemic, visited NCUSCR and Orlins in the U.S. They exchanged views on China-U.S. relations, trade and investment, as well as cooperation on global issues such as sustainable development.
Orlins has also been to CCG before, in 2016 and 2019 respectively.
Orlins has been president of the National Committee since 2005. Prior to that, he was the managing director of Carlyle Asia and the chairman of the board of Taiwan Broadband Communications, one of Taiwan’s largest cable television and high speed internet providers. Prior to joining Carlyle, Orlins was a senior advisor to AEA Investors Inc., a New York based leveraged buyout firm.
From 1983 to 1991, Orlins was with the investment banking firm of Lehman Brothers where he was a managing director from 1985 to 1991. From 1987 to 1990, he served as president of Lehman Brothers Asia. Prior to joining Lehman Brothers, Orlins practiced law with Coudert Brothers and Paul, Weiss, Rifkind, Wharton & Garrison in New York, Hong Kong, and Beijing.
From 1976 to 1979, Orlins served in the Office of the Legal Advisor of the United States Department of State, first in the Office of the Assistant Legal Advisor for Political-Military Affairs and then for East Asian and Pacific Affairs. While in that office, he was a member of the legal team that helped establish diplomatic relations with the People’s Republic of China.
